In the aftermath of the Destroyer War, the stability and the benevolence of the Empire of Rokugan under the rule of the Divine Empress Iweko I has returned the favor of the Celestial Heavens to the mortal realm. Once wrathful and conflicted, the great Elemental Dragons now look upon mankind with interest and appreciation, and find their works pleasing to the divine eye. A handful among men will be chosen and found worthy of the dragons' favor, and these men will possess blessings such as few in Rokugan have ever known.

The winner will select one Emperor Edition legal personality of the faction he played at the tournament. This personality will, in one manner or another, attract the attention of the Fire Dragon and be granted that dragon's favor. This favor will manifest in different ways depending upon the nature of the dragon in question and the strengths of the winning clan, but each will gain significant power in the process, and grow to be a figure of great renown in their generation.

The Topaz Championship is held in the small town of Tsuma in the Crane provinces, and there, the finest youth from each Great Clan compete in a series of grueling tests to see who among them is the finest warrior, the most learned scholar, the most skilled orator, and a dozen other accolades. Those who pass the tests before them earn the right to undergo their gempukku ceremony, the sacred ritual where a child is given their daisho and declared a samurai, before the assembled Imperials and Clan Champions. The one who emerges from the tournament victorious over all others is named Topaz Champion, the greatest youth in the Empire, and greatness inevitably follows.

The winner of this tournament will select a character from their Clan to be named Topaz Champion. In addition, this event will also hold a special Official Costume Contest, at the end of which the tournament organizer will take a picture of the winning costume. This victory will be be immortalized with the creation of one special card in a future L5R expansion featuring all the costumes from the 2011 Jewel Champions.

The Divine Empress Iweko I, the Child of the Heavens, long may she reign, is greatly pleased with the fruits of her vassals' labors in the distant colonies. Their tireless efforts in harvesting the resources of that ruined land have been a great boon in the rebuilding of the Emerald Empire in the aftermath of the Destroyer War some decades past. Tremendous progress has been made, and the empress is honored by her subjects' service, but there is more yet to be done.

Toward that end, it is the honor of the Imperial Heralds to bring word to Rokugan's people of the creation of a new branch within the Imperial bureaucracy: the Imperial Explorers. The task of exploring and marking the resources of the colonies is an enormous one, and a burden and honor that should not be borne by only a few clans. Instead, all clans, both great and minor, are invited to submit their young and industrious samurai for membership within the explorers.

The task before this August body will be the ongoing mapping of the former Ivory Kingdoms and the identification of resources to be harvested for use by the people of Rokugan. Successful members of the Imperial Explorers will not only be graced with service in the name of the Empress, but will earn a portion of their discoveries in the name of their family and clan, no doubt earning great accolades from their peers in the process.

All glory and honor to the Divine Empress,
The Imperial Herald

The winner of this tournament will see a legal non-unique personality affiliated with his clan join the ranks of the Imperial Explorers. This personality will appear in an upcoming expansion.

With the beginning of a new arc, there comes the opportunity for new stories and new legends. Among the greatest legends of Rokugan are the stories of samurai whose feuds have become the stories that parents tell their children to inspire and terrify them. Yakamo and Hitomi. Naseru and Kaneka. Noritoshi and Jimen. Now it is time for a new legend to be told.

The winners of the Pacific Rim and South American Championship will each be able to create a single new character for the faction they played during the event.

Once the two tournaments have been completed, the two winners will discuss with one another the nature of the feud between their two characters, and work with the Story Team to create the background of their rivalry. The beginning of this saga will appear in a fiction penned by the Story Team. After that... who knows how far into the story of L5R it will progress?

In the distant Colonies, no soul is more important in the fulfillment of the Divine Empress' will than the Imperial Governor. Recently arrived in the Colonies to take his position following the assassination of his predecessor, the new Imperial Governor has no interest in a similar fate. With no Emerald Champion to protect him, the first major decree of the new governor is the creation of the Ivory Champion, a vassal similar in many respects to the Emerald Champion, but whose dominion includes only the Colonies. Directly tasked with the protection of the governor and the enforcement of his decrees, the Ivory Champion will immediately become one of the most powerful and influential men in the whole of the Colonies.

The winner of this tournament may select any one living personality of their faction from the Forgotten Legacy or Second City expansions to take the position of Ivory Champion. Alternatively, the winner may choose to request the name of a new character that will ascend to that position. Other details regarding the character will be worked out between the winner and members of the Story Team.

The time that has passed between the conclusion of the Destroyer War and the onset of the events in Forgotten Legacy was filled with wondrous and remarkable events, most of which have as yet not been chronicled. During this time, however, one mortal soul committed acts of such a distinguishing nature that, upon death, his soul ascended to the Celestial Heavens by Imperial decree and he took his place among the Fortunes. His deeds and his life are now the stuff that legends are made of.

The winner of this tournament may select one personality affiliated with their clan who was dead at the conclusion of the Celestial Edition arc (a list of potential candidates will be provided by the Story Team, although it is possible to select a personality not on the list who had an "on-screen" death during the Celestial arc). This personality will become a minor Fortune in the cosmology of Rokugan. The winner may also select the area in which the Fortune holds sway. For example, Bishamon is the Fortune of Strength, so the newly created Fortune will require a title that will be supplied by the winner (upon Story Teamís Approval).

In the new era depicted in Emperor Edition, the daimyo of the Imperial families, the Jeweled Champions, and the members of the Emperorís Chosen have yet to be fully revealed. This is an opportunity to help shape the political landscape of the new arc.

The winner of this tournament may select any Imperial daimyo, Jeweled Champion, or Emperor's Chosen and select the clan affiliation of their primary yojimbo (the selection cannot replace a yojimbo that was appointed since the start of the 2011 Kotei Season). This is a position of great distinction and influence, and such a yojimbo will doubtless have an effect on the policies and conduct of these powerful individuals. Living personalities from the Forgotten Legacy or Second City expansions may be selected for this prize, or new personalities may be created by collaboration between the Story Team and the tournament winner. Note: This tournament was held in the War of Honor format.

War of Honor is a new form of L5R that combines elements of the CCG with elements of a board game. In it, players take on the roles of commanders within the Lion, Dragon, Phoenix, and Scorpion clans, taking the field of battle against one another over a matter of honor. Will the Lion avenge the insult offered them by Scorpion machination? Will the Dragon keep their long-time allies from bringing shame and suffering upon themselves? Will the Scorpion keep their sinister secrets from coming to light? Or will the Phoenix successfully prevent conflict from breaking out in the first place and send all parties back to their respective lands with minimal bloodshed?

The winner of this tournament may select any one currently living personality affiliated with his faction from the Forgotten Legacy or Second City expansions, or he may create a new character. This character will be revealed as the commander (rikugunshokan) of the clan's army, the highest ranking military officer in the clan other than the Champion.

And each year, the tournament staff is given the enormous task of selecting the best of the best. This year, the prize for the costume contest will not be limited to recognition at the event, however; it will be another opportunity to affect the storyline of Rokugan!

Story Point: Ikoma Ayumu will become a hero for killing Daigotsu Hotako.

Her purpose lost and desperate to rejoin her lost lord Daigotsu, the warrior Hotako, formerly the Obsidian Champion of the Spider Clan, has abandoned that clan and taken to the wilderness, constantly testing herself in an attempt to find a foe that will claim her life and send her to her master.

Unable to do so, and goaded by the seductive whispers of the Chuda, she issues a challenge in the darkest recesses of the Empire, passed from one dark warrior to another: any who can defeat her in a tournament of might can claim her badges of office, including her armor and her blade. Hotako waits for her death, and the Chuda lurk in the shadows, eager to offer guidance for any who might succeed.

The winner of this tournament may choose whether a samurai of his clan chooses to defeat Hotako and claim her bounty, succumbing to the dark temptations of such power and becoming the chief yojimbo and protector of the Chuda family, or whether the character instead rejects corruption and slays Hotako only to reclaim her trappings for destruction at the hands of the Empire.

A winner choosing to defeat Hotako and assume her position gains all the trappings of the office and becomes one of the staunchest allies of the Chuda family, powerful corrupted sorcerers, but in the process loses all status and is declared a traitor by his former clan, to be executed on sight.

Conversely, a hero who chooses to slay Hotako and reclaim her trappings is a hero before the Empire and returns the items to be purified or destroyed, if possible. The Chuda will forever seek the death of such a hero, however.

The winner of this specific Tournament will choose a legal non-unique samurai Personality from his clan and make the decision mentioned above, changing the fate of that Personality forever. Assuming the position will grant the winner an Unaligned version of the Personality. Becoming a hero will allow for an in-clan version of the personality.

In the aftermath of the Destroyer War, the stability and the benevolence of the Empire of Rokugan under the rule of the Divine Empress Iweko I has returned the favor of the Celestial Heavens to the mortal realm. Once wrathful and conflicted, the great Elemental Dragons now look upon mankind with interest and appreciation, and find their works pleasing to the divine eye. Story Point: An unaligned personality will be Imperial Governor.

The assassination of the Imperial Governor of the Colonies has sent shockwaves throughout both the Colonies and the Empire of Rokugan. The Imperial Court of the Divine Empress has spent weeks discussing the matter, with every facet of it being carefully scrutinized and criticized. Petition after petition has been placed before the Child of Heaven, encouraging her to select particular individual or at least favor one clan over the other.

Gravely concerned about the state of affairs in the Colonies and eager to put the matter aside in order to deal with the blossoming conflict with the Naga, the Empress has made her selection as to who will enforce her will and speak with her authority within the Colonies for the foreseeable future.

The winner of the Main Event Tournament at GenCon 2011 will work with the Story Team to create a new personality affiliated with the clan they played that will assume the position of Imperial Governor of the Colonies. Although the winner will not be given free reign, a great deal of input will be allowed in terms of selecting the new character's personality, family of origin, profession, and many other details that will have a direct impact on the resulting card.

The winner of the Second Chance tournament at GenCon 2011 may select one personality affiliated with the clan he played during the event who was dead at the conclusion of the Celestial Edition arc (a list of potential candidates will be provided by the Story Team, although it is possible to select a personality not on the list who had an "on-screen" death during the Celestial arc). This personality will become a minor Fortune in the cosmology of Rokugan. The winner may also select the area in which the Fortune holds sway. For example, Bishamon is the Fortune of Strength, so the newly created Fortune will require a title that will be supplied by the winner (upon Story Team's approval).

In the new era depicted in Emperor Edition, the daimyo of the Imperial families, the Jeweled Champions, and the members of the Emperor's Chosen have yet to be fully revealed. This is an opportunity to help shape the political landscape of the new arc.

The winner of this tournament may select any daimyo from one of the Imperial Families, Jeweled Champion, or Emperor's Chosen and have their primary yojimbo come from the clan he played during the event. This is a position of great distinction and influence, and such a yojimbo will doubtless have an effect on the policies and conduct of these powerful individuals. The winner of this tournament will be able to select a unique archetype from the below list. A character conforming to this archetype will appear in the fiction, associated with the winner's faction. A winner who selects from this list the Enlightened Monk option, for example, will see a former member of his clan appear in the fiction as an enlightened monk. Some of these characters may be pre-existing personalities, while others will be entirely new creations. The titles may seem a bit vague, but keep in mind that these are archetypes we intend to tailor specifically to suit the flavor and theme of the clans that win.

Here is the list of available traits:

* Ascended Shugenja
* Deadly Assassin
* Enlightened Monk
* Famous Magistrate
* Infamous Duelist
* Legendary Shugenja
* Notorious Criminal
* Peerless Swordsman
* Scandalous Courtier
* Tyrannical Governor

Given the vaguest inkling of the horrors about to be visited upon her people, the Mara has chosen to remove some of the Naga's most precious and sacred treasures from their hiding places among the Naga cities. These treasures have been given to the Great Clans for safekeeping, in the hopes that they might be protected in case the worst comes to pass. Although merely a temporary gift, these incredibly powerful artifacts have the potential to be of great use to those clans tasked with their safekeeping, and what role they will play in the struggle to come is as yet unclear.

The items in question include:

* The Ancient Armor of the Qamar
* The Battle Standard of the Naga
* The Isha's Yumi
* The Pearl-Encrusted Staff of the Cobra
* The Yari of the Shabura
* The Blade of the Balash
* The Sacred Rosary of the Constrictors
* The Blessed Mantle of the Greensnakes
* The Arcane Cloak of the Chameleons

The clan that gets the most votes will get the item they voted for the most. The clan that gets the second most votes will get their highest vote getting item which is still available. And so on and so forth until all 9 clans have an item.

Kotei 2011
As the ravages of winter subside, the forces of Kali-ma resume their ruthless onslaught with a vengeance as yet unseen. And it is the Scorpion who must bear the brunt of their anger, as the front line resumes at the southern end of their provinces and pushes northward toward the heart of Rokugan.

Each Kotei tournament this season will present the victor with a choice: the winning player may choose to successfully defend the Scorpion holding that tournament represents (seen on the map preview), choosing a personality to feature prominently in the battle, or he may choose instead to select a prize from a list. The prizes on the list represent a valued holding or prestigious position that his Clan will achieve in Emperor Edition. It is a choice between glory in the present - glory gained in defense of the Empire, or glory in the future - glory gained at the Empire's expense.

In addition to the CCG tournament at each Kotei, there will be a non-CCG event (Honor Event) that players may take part in. The winner of such an event will select a personality from his Clan, who will feature prominently in the fiction representing that tournament. In the event that the CCG tournament winner selected a personality to defend the Empire, both selected personality will stand shoulder-to-shoulder in glorious service to the Divine Empress.

If the CCG winner chooses to take a prize from the list, the battle front will progress towards the heart of the Empire, bringing Kali-Ma closer to her goal. If the holding is defended, then the next week it will stay besieged, halting the march of the Destroyer's forces temporarily, its defense resting in the hands of the results of another Kotei tournament.

For almost as long as the Empire of Rokugan has existed, so too has the Brotherhood of Shinsei. Wise and introspective, the men and women of the Brotherhood have remained in the background, always striving to find their place in the universe, always seeking to help others find theirs. They have offered their counsel to the samurai and their aid to the common people, seeing the value in all without consideration for birth or caste. When the many wars have come to the Empire, the Brotherhood has remained apart as much as possible, for war is not the natural way of the universe, but rather the way of man, and the role of the monk is to find a different path. Until now.

The war with the Destroyers in the south and with the Army of Fire in the north has galvanized at least a portion of the Brotherhood. Some of the order's more militant sects, incensed with the destruction of many ancient temples both in the north and south, have vowed to not sit idly by and watch while more of the Brotherhood's history and tradition is destroyed, and while the innocent people of Rokugan suffer. Seven of the Brotherhood's most militant sects have chosen from their ranks the finest warriors and teachers among them and sent them forth to be a proactive force within the Empire, both in the defense of its people, and in the destruction of its enemies.

The winner of each tournament in this series may select a list of three living, non-unique personalities who are no longer tournament legal in the L5R CCG tournament environment. These personalities must have originally been aligned with the winning Clan. One of these characters, as selected by the Story Team (as determined by appropriateness), will be chosen as a returning character, now having retired to serve the Brotherhood, and will be a part of the Seven Sohei. Each individual tournament will determine the identity of a monk from one of the following Orders:

- The Brothers of Rebirth, adherents of the Fortune Tsukune.
- The Order of Death, disciples of Emma-O and the Lords of Death.
- The Order of Fire & Thunder, followers of Osano-Wo.
- The Monks of Bishamon, the Fortune of Strength.
- The Temple of Kaimetsu-uo, students of the Mantis Clan's founder.
- The Order of Heroes, tasked with inspiring greatness in others.
- And a Shinsei traditionalist, learned in the ways of the Tao.

It is common knowledge that the person and the estate of the Empress are protected by the Seppun, a family of eminently honorable warriors and priests who put the defense of the Imperial line above all things, including their lives. The physical security of the Empress aside, the purity and holiness of her home and belongings are the province of the Hidden Guard. The Hidden Guard are extremely few in number, however, and maintaining their vigil over the Empress and her estate is all they can manage under normal circumstances. For this reason, the sensei of the Hidden Guard select from among the Great Clans a number of shugenja, priests chosen for their exceptional piety and purity, to oversee the duties of the Hidden Guard in lands beyond the Imperial holdings.

These specially selected shugenja, known as the Sanctified Ones, are each assigned the holdings of a Great Clan, with another assigned to the lands of the Minor Clan Alliance and one final priest granted dominion over the unaligned lands. Whenever the Empress wishes to travel to or through these lands, the priest tasked with that region travels ahead and ensures that all relevant holdings and estates are properly purified and worthy of the Empress' presence. It is relatively uncommon for the Hidden Guard to assign a priest to watch over the lands of his own clan, but when such an appointment does occur, it is a great honor, for it indicates that the Hidden Guard believe the priest is capable of putting aside his loyalty and bias and serving the Empress above his own family and clan. There are few greater honors bestowed by the Seppun family.

The winner of each of these tournaments may select one currently living and legal shugenja personality from his clan to join the ranks of the Sanctified Ones. In the event that there are no suitable, legal shugenja personalities for such a clan, the winner may supply the name of a new character from the clan's shugenja family in order to create a personality to fulfill the position.
